-Patient Mood Interview (PHQ-2 to 9). Whether or not further evaluation of a patient\u2019s mood is needed depends on the patient\u2019s responses to the PHQ-2 (D0150A and D0150B). The rule removes in its entirety the standards for \u201cCOVID\u201319 Vaccination of Home <span class=\"il\">Health<\/span> Agency staff\u201d \u00a7484.70(d) from the conditions of participation.<\/span><\/span><\/p>\n<p><em><strong>Home <span class=\"il\">health<\/span>: \u00a7 484.70(d)<\/strong><br \/>\n\u00a7 484.70(d) Standard: COVID\u201319 Vaccination of Home <span class=\"il\">Health<\/span> Agency staff. The home <span class=\"il\">health<\/span> agency (HHA) must develop and implement policies and procedures to ensure that all staff are fully vaccinated for COVID\u201319. For purposes of this section, staff are considered fully vaccinated if it has been 2 weeks or more since they completed a primary vaccination series for COVID\u201319. Flexibilities<\/strong><\/span><\/span><\/span><\/p>\n<p>As the Public <span class=\"il\">Health<\/span> Emergency (PHE) expired on May 11, 2023, providers continue to have questions about waivers and flexibilities \u00a0issued during the PHE and their status.<br \/>\n<img decoding=\"async\" class=\"CToWUd\" src=\"https:\/\/ci5.googleusercontent.com\/proxy\/ATt8f9a0Xb_o0xT_xWvNiaJTkoJVFT6QKwm1VnNmUAfMDjXeDLimP5jUMRQCtPGuFpSegIau4YkrgBEu7VNXoPi9ASJYHKiyl2HeTUcBKvz_-KEUWXrTEbxgqaDNVmvRygkRnNmMrRaczLdsIPBfR6c5moGkcA=s0-d-e1-ft#https:\/\/mcusercontent.com\/4db975c828d050c5d07860b6b\/images\/fb51e352-e2f8-afd4-68d8-adea6ff52b75.png\" width=\"500\" height=\"2\" data-bit=\"iit\" \/><br \/>\nNational Association for Home <span class=\"il\">Care<\/span> and Hospice \u00a0developed a reference <a title=\"Reference tool to address ending of the COVID-19 PHE waivers\/flexibilities\" href=\"https:\/\/amityhealthcaregroup.us20.list-manage.com\/track\/click?u=4db975c828d050c5d07860b6b&amp;id=88e41304d5&amp;e=e99772d279\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/amityhealthcaregroup.us20.list-manage.com\/track\/click?u%3D4db975c828d050c5d07860b6b%26id%3D88e41304d5%26e%3De99772d279&amp;source=gmail&amp;ust=1687072187021000&amp;usg=AOvVaw3qG5aKzqcFE7Y8PnAuQuR0\">TOOL<\/a> to address ending of the COVID-19 PHE waivers\/flexibilities, including the status of each waiver\/flexibility and an associated compliance date.<br \/>\n<span class=\"m_2666127348326686mcnTextContentContainer\"><br \/>\n<span class=\"m_2666127348326686mcnTextContent\">Please note that in addition to the information included in the tool, CMS issued additional clarification related to OASIS completion and submission and its impact on payment as follows:<\/span><\/span><\/p>\n<p>The extension of the <strong>five-day completion requirement for the comprehensive assessment<\/strong> waiver at SOC would be based on the M0030 \u2013 Start of <span class=\"il\">Care<\/span> (SOC) date. \u00a0For example, if the M0030 &#8211; SOC date is on or before 5\/11\/23, the five-day extension waiver is in effect. \u00a0However, If the M0030 &#8211; SOC date is on or after 5\/12\/23 or later, the five-day extension waiver has expired.<\/p>\n<p>What concerns the waiving of the 30-day OASIS submission requirement, this would be based on the M0090 &#8211;
